A. H. Millat I suggest providing the features in the Tera Wallet WordPress plugin for this feature. Adding a points system and gift cards with different values that can be charged to the balance or purchased directly from them. Codes and designs can be created from the control panel and exported to be printed or sent by email, or a card can be created when the customer buys the card for himself or gives it to his friend.

This what i found in the other website, wallet can be recharge via payment gateways set by the admin, and can be approved by the admin once deposit is confirm. proof of payment were attached and visible via download in the admin access..

This is good,may be they can use an offline payment instead. They can use the wallet to purchased products or even use it to pay subscription

loading cash through a local store may be more difficult to implement , not through just coding but operationally too.
but yes a wallet system with passbook, which shows where payment uses, where refunded with time and available amount after each transaction works.
